This doesn't make sense. Can't C say to B 'you have a white hat', then B just says 'I have a white hat', and they win? Similarly D could tell B or C what hat they bave...

I'm assuming that they all know that there are ONLY 2 black , and only 2 white.

If D sees two white hats or two black hats in front of him, he calls the other colour, black or white respectively.

If D does not call, C assumes that D sees two different colours. So C looks at B's hat and calls the other colour.

he can see what colour hats are on the other peoples heads, so then he knows whats on the other guys head.
