I wouldn't say it's widespread, no. I usually hear something along the lines of "juvenile delinquent" or "damn kids" which I suppose is less laughable than ruffian or dare I say... rapscallion?

in arkansas its usually "heathen" tis pretty much the catchall term used for children who misbehave in public and whatnot... if they are really bad its "Heathen Bastard"
