in some areas of what? you are talking in broken sentences. :/
a card with those stats, hooked to a machine of yours should have no issues. it could be entirely the operators fault. who's to say you haven't set something wrong, or gotten some bad drivers someplace.
you may even have forgotten to set the bios correctly. it may be set for AGP instead of PCI-E.
i get a variety frames per second, depending on the map, but on average if the maps good i will hold 80+. if the maps poor i get 30ish. if its tiny.. who knows..
even at your poor settings 30-120 is not bad, just not what you seem to want.

Look at you Bios to make sure you have you AGP slot size set accordingly (eg: you have a 2X and 8X card, but you bios is only running it at 2X). Those clock rates seem to be accurate from the fps your getting. Do you have AA and AF turned on high? If so then turn them down, and you will get better frames (allowing you to turn up the resolution).
