They aren't ... the only way you wouldn't be able to use them on another account is if that account doesn't have access to the game.
I remember, before they had the steam backup thing I copied all my GCF files and distributed them to my friends at a LAN so we could all get up to date fast. Worked fine for the most part. [addsig]
