Community voting isn't that great, though, since many people simply vote for maps based only on the screenshots so the presence of judges with mapping know-how is recommended.

Could set something up so that you can only vote if you've downloaded that map. Also ... if that's the only map you've downloaded (at the time of voting) it could change the value of your vote based on the number of contest maps you've downloaded.

Just a thought, of course.

Usually the final map selection is released as a pack, and you download the pack. Community voting doesn't decide who gets the prize, its just mainly for kicks and giggles really.

Not yet. Some of the submissions (including mine, which is apparently worth 1/10) have already been posted, but you'll have to hunt around a bit for those. I'm sure there will be a list before too long.
