Is there anyway to give someone else on the network only a certain amount of bandwitch and if so how?

Yes, by using a router instead of a hub.

Really, I have very little knowledge of routers. We have a pretty crappy one at home and I can't be bothered to read up on them.
You could do that though, perhaps Googling on it's type name and the specific topic of bandwidth restriction could give you some helpfull articles...

You have to check your specific router ... as I said when you messaged me. If you have a newer router, it may have this feature, but overall: routers don't limit bandwidth, guys. You can give a timed session for an IP address, but that's about all that's widely used. There may be some differences from router to router in regards to parent protection, but most just filter out sites and keep a log.
You said you have a server on your network, which all the other computers connect to, so just limit it from there.
Other then that, you're on your own.
Also ... it's a little odd that you'd try to underhandedly cut your moms bandwidth ... couldn't you just ask her to not download as much so it doesn't lag you out?
