This site is very intuitive.

Control Panel, then right under "Maps", click add a new map ... I'm not sure what else could be said ... How could you figure out how to make a thread, and be well versed in the moderators, but not know how to add a map. <img src=" SRC="images/smiles/confused.gif">

It is, for a 800 x 600 image.

Too bad Orph isn't around, he'd point out all the factors about it. Anyway, get a program like Xat to optimize your jpegs. Less file space needed, less bandwidth usage for you, faster images for others. And all that for just a 10 seconds job.

Well windows 98 just rated himself a 5/5 and then disabled the option for other people to rate him.

That's why you can't find it if you're looking to rate him a 1.
