You don't see everyone round my town getting mad at BUSH when our waste treatment plant goes out. Things that service ONE city are the dealings of THAT city, not outside forces. The leavees only service the New Orleans Metropolitain area, therefore, it's not some little guy in washington's fault that they're not big enough.
