It's 16 everywhere. If it's younger there are laws that allow that. Like, you can get licensed at 14 under certain circumstances. (Some of which could be the fact that there is no one in most of the state.)

I will do the theory examination soon, and the real driving practice
will start begin 2006. By July next year, I should be able to drive
perfectly.
