A flow of charge from one point to another, as in lightning, is not a circuit. An electric circuit is a system in which charge carriers (be they electrons, or abscences of electrons) flow in a loop, driven by some source of electromotive force. Since in lightning, charge carriers only go one way (up or down, I dont know) lightning in itself is not a circuit. I'm not sure how the charge gets in the clouds so I dont know, but presumably if you take all that into account theres a circuit in there somewhere, with clouds and earth acting like a giant capacitor.
