... in being able to download any of the following and using them on their own site:

  • These forums
  • A news/article posting system (or a 'polyposting' page, which can do news, articles, maps or anything else you want)
  • The PM system to enhance any existing forums/website
  • The PHP file upload system

For free of course, just wondering if it's worth releasing in particular the forums

I'm a weird psycho. I like making all my stuff by hand in textpad (a notepad program with additional features to help html writing).

So do I, all 5mb or whatever it is of .php files that make up this site  A simple news system would actually be pretty pointless- I'll make myself a website and put some PHP tutorials on it.
