Well, technically G, it is an arbitrary point of reference from which to measure time, decided when the calendar we use was created. Note that different cultures have started their year at different times (Chinese New Year, April Fool's Day). The actual moment of birth of Earth would be impossible to determine to 24-hour precision, and such a thing must be defined anyway (was Earth born when the first particles clumped together to form its core, or when it reached its present mass?). Since that time, the length of one year has changed, which complicates matters.
Aanyway, currently its 7:30AM GMT, hence everyone in and behind GMT -8h is still in 2005. This includes the western United States and Canada, and Pacific islands east of the International Date Line. The last to celebrate the new year will be those in GMT -12h. This includes ships at sea, and the uninhabited Baker and Howard islands.
