Hmmm, well, all categories have potential to be awesome, so it doesn't really matter. The most important thing in a game/map is fun, if the player isn't having fun then the game/map sucks.
But if I had to pick one option, I would probably pick action as I think it would be the most fun for me. I kind of see horror and suspense as the same thing, and seeing half corpses, limbs being blown off and blood.. lots of blood, that kind of thing isn't very "fun", I see it as something to enhance fun, or the atmosphere of a level and not really as its own category.

I agree with aaron-da-killa on the 'fun factor.' A good level will take the best of each of these 'genres' and combine them at specific moments to create a unique experience. I would assume however, most people would probably pick the 'action genre' just because action normally gives the most memorable moments in a video game (especially in FPSs). To me though, I prefer suspense just because it plays on the excitement of not knowing what could happen. -And that (to me) overshadows action any day.
