Does anyone know how to change the clip size of a weapon and how to change the fire rate and accuracy as well? Any ideas as to what file you would need to modify and how to do it?
Thanks.

Could this information be within one of the dll files? and if so any ideas which one? Also, if this is the case could anyone recommend a good dll viewer, the easier to use the better. I looked into it already but it seems complicated from the screenshots. Any ideas?

I think you can find those items in the /script/ directories. I'm not sure I don't think anyone here has really modded a game that heavily and is still around.
But I'm more here to tell you that dll files aren't viewable in the sense of what your talking about. dll itself stands for dynamic-linked-library. I won't go into the details but theres nothing that can view it in the sense of tar, gcf, zip or pak files. If you were to open it in a text editor would contain linkable function names and (what looks like gibberish to us) executable code. You can't edit these files (unless you're a windows hacker), you can only compile and link programs against them.

Where would you find these script directories? I did find a script directory in my valve folder but there is only one script in there and has nothing to do with this. (It's voicemodel script) I also did extensive searching in the pak files and did not find anything like this.
Any ideas where to look for it?

No idea. But I think I was wrong. I remembered this last night: in source those weapon values are hard coded in the weapon header files. I don't think you can change the values unless you code your own mod.

I assume you wouldn't know how to do this?

Would the Half-Life SDK allow me to do what I want? Also, what exactly is the HL SDK?
