i've only used turrets a couple of times, so i had a look at them again in hammer. i didn't see anything obvious, so i made a little test box, with a turret and a mini-turret, both ceiling oriented.
damn strange, but i seem to be getting the same error as you are. well, sort of. i made some pics.
in the 1st pic, you can see that both turrets are oriented wrongly.

but when i moved outside of the skybox,

the model disappears. which tends to happen when you move outside the skybox.
but,

moving back inside, the turrets have miraculously righted themselves.
there was no trigger involved to activate the turrets in any way, and the same effect occurs, even if i only make them dissapear for a split second.
very strange.

dont have it directly on the cieling but 1 unit below "not 100% sure but i remember it working" course im a hl mapper but i play tfc and i remember that same problem occuring with me when i did map with tfc "it should work

Ok if you want the turrets to be imbeded in the floor/ceiling then you have to put half of it in the wall you can see were half of it is by the little X in the middle.
if you want to see them on a ceiling you have to go into the propertys then the check box tab, there you will see the options for a ceiling mount or floor mount.
