I'm really not too happy about these mod questions getting tossed in here, this really isn't a modding site.[/bitch]
You will need to be able to code in C++ to create new weapons, and you will need a modeling program, such as Milkshape, to make models for them. You may also need Sprite Wizard to create sprites for them, and some sort of audio editing program such as Goldwave to make sounds. If neither of you know much about C++ (or have even heard of it), then it will be very rough for you.

Currently no moddelling programs for Half-life are free if I remember correctly, Milkshape costs around $20 and is pretty good. I warn you though that you're going to have a hell of a time learning how to animate, it's not easy.
My personal recommendation (though harsh or nasty it may seem) is that if neither of you know how to model, code or animate then you give up your plans for making a mod. It takes alot of work and dedication and most importantly- Skill.

Milkshape has a free 30 day trial. Personally, I have a registered version, despite the fact I've used it like twice.
As for GMax, I've heard of it but can't remember too much. It came out at one point and there was a bit of a stir, but I forgot what the consensus was. Can it do HL file formats?
