Every complex photo program uses layers. Photoshop is just the the all round best (Yes, it is). GIMP is like a mixture between painter and Photoshop ... but free.
Painter is for well ... painters, there are so many things you can do its mind boggling, unless of course, you know how to use the items.

gimp is just as powerful as photoshop in the right hands as it happens Crono, if not more (script fu > you ) but, for interface and ease of use it's way down the list with any microsoft windows product.

the only thing it has riding for it over PS is that it's free, and you can use it with all gfx tools, on linux (if you are a solely linux exclusive linux user, that is). i wouldnt recommend to most people though, you have to be a bit windows savvy, let alone *nix based savvy to understand that program. and sadly, most wannabe IT pro's/artists, aren't :/

Actually, I meant Photoshop is better since it's not ugly (Because of the interface).
As for actual functionality, I would have to say Photoshop is better, since there is an entire community writting plugins and tutorials for it. (Which is much larger then the GIMP community. However, GIMP is a great program. I use it whenever I'm on my SuSE machine. (I'm probably going to slap SlackWare or Gentoo on it one of these days. Especially because X decided it doesn't like running anymore.) [addsig]

for raw work on a texture, psp is the s**t.....for the finite haevy detail, psp doesnt come close to ps, and bear in mind, this is imho..... the vast difference in price is what still slays me....wow!
