as far as i can remember, blender can only export two different filetypes. i don't know what those types are, but i'm pretty sure that neither of them are supported by hl2.
you'd need another prog that could take blenders output and convert it to an .smd filetype. possibly milkshape, but i couldn't be certain without knowing what filetypes blender spits out.
[edit] blender can export wavefront .obj files, which can be opened with milkshape and converted to .smd files. a long road for a shortcut.

There is a plugin for Blender that lets it work with HL2, but I don't know where

Neither do i, though i read in a blog of Dave_j that you can use a .smd exporter and edit the file for a compiler, thus being able to compile your models to in-game objects.

as few as possible is always the answer, though i suppose it depends on the circumstances. i'd say 200-300 should be plenty for any weapon, without being too many for hl2.
