to make it inset you would need to use the dodge and burn technique, by darkening or makin something lighter you define depth.

Is it supposed to tile, because I'm not sure it does just from looking at it. And I want to know too, what exactly is it?

I think its supposed to be a watery thing. Tbh most textures are photo based nowadays.

True, but where are you going to find stuff like that in real life?
Its a sort of blue radioactive gloop, and it really is a sort of "test texture".

There are many ways to "make it tile". There are two filters in the GIMP that do it for you(the other is fixer, but you'll need to do some minor tweaks after it. I can't remember the other ones name...) or use offset with half height and half width value and remove the odd lines with clone stamp tool or manually. I don't know how others do it, but that's my way...

i'm thinking you should make that into a tutorial maze , possibly with
information at the bottom on what textures are easier or more difficult
to make. something like that.

Hmmm, good idea. I've been thinking about making a texturing tutorial for a while now. When I get a bit more time I'll probably do that.
