The best texture artists I know of are: Mikezilla, Questionable.Ethics, kleinluka, WhoMe, 00Madness, XTender, Kornflakes, and of course, myself.
Second tier would probably include DaddyCool, 3D Mike, Day, and a few others. The Doener King would be a bit harder to place, since he has quite a reputation for stealing. The dude who runs the Shaderlab is good, but his textures are too few and too whored.
Mike and Klein's textures shouldn't be hard to find - they've made many releases on the DoD forums and otherwise. QE, Madness, and Kornflake's textures can be found, but with a bit more difficulty. 3D Mike's textures can be easily ripped straight from the map
, but of course he tends not to like that. I have only released textures to the public on this forum. XTender is at www.fuchtelworld.de .
The rest should be easy to find, none of them too far from the Countermap texture forums.
It's always best, however, to make your own textures - however, that's a whole different post.

QE was the reason I began to take texturing seriously... that man was and still is one of the greatest game artists of all time in my eyes.
He did not have a website, but he did have a giant folder, where I found some of his textures and maps. However, the only way to get to them now is to rip the textures from his maps.
He left about a year or so ago for a career in a sound studio (?!) around the same time and for around the same reasons as joesmoe (a famous texture artist as well, but NOT a very good one by today's standards). It's a shame that those two left texture art, taking all of their potential with them, mainly because they felt it didn't pay them enough.

i have found a ripper for every game i have taken an interest in except the new A_A, somehow they changed the .utx format unreal uses 
shame too, the textures in there are absolutely fantastic.
