Is there anyway to get the behavior of the HL2 airboat to apply to the HL2 Buggy? Specifically, I want the HL2 buggy to NOT flip over, like the airboat does.
Is there a file I can edit or a flag in Hammer I can tick? thank you!

I'm pretty sure that you would have to change the actual model and give it a whole different physics setup. Its funny really that the only Source mapping I have done is concerning the two HL2 vehicles. On a side note, you would know if there was a flag for it because Source's Hammer is better about being self-explanatory than GoldSrc's ever was IMO.
