Does anyone know where I can find a complete list of the new functions added? Also looking for a tutorial on making mirrors.

It's all the official release notes for the Source SDK. Find the matching date, and you'll see a description of everything they added.
A few features to note specifically though, is the new "Instancing" menu at the top, and also the new displacement tool. When in the displacement window, look for the "sculpt" button to see.
Also, all the new Source 2009 entities, and rendermodes (which were in the OB SDK, but not CSS before).
