You er, make a series of brushes.
There's a simple staircase which should suit most needs under the HL2 prefabs section of Hammer.

1. Make a rectangular brush, with dimensions of at least 64 units wide, 16 units deep, and 8 units tall.
2. Duplicate this brush by Shift-Dragging it on a 2D view. Repeat this process until you've got a series of staggered brushes.
3. Select all the stair brushes, and press Ctrl-T to make them into a group of func_detail to make them more efficient for the engine to render.
