They're models placed with prop_static (if you don't want them knocked about), e.g. models/props_combine/combine_barricade_short01a.mdl

It looks like that comes in two parts.
Try this:
Drop in a prop_static (or prop_detail) and give it the world model of models/props_combine/combine_barricade_short01a.mdl
Now make a second entity that is a prop_vehicle_cannon and orient it with the barracade and give it the model models/props_combine/bunker_gun01.mdl
Do some tweaking to get the firing arch and you should be good to go. I can't verify this ATM, can someone double check me please.
Good luck with it.

You mean in a model, or with a texture? I don't think there are any of the latter that do that...

Try looking in the tectures under "models/" with some luck you may be able to find the certain texture. Although the waving motion that you see is due to the many polys on that surface, so just using that texture isnt enough.

yeah I was afraid of that that it would'nt be possible as a texture i
figured it to be an entity based brush or something the effect would be
awesome
