Occluders are block entities utilized to block models (regular brushes do not block VIS for models, as they will be visible throughout the entire map if you set the fade distance to never fade). Texture all sides of the occluder with "nodraw" texture and the blocking side to "tools/occluder" or something.
In addition, you have to tie it to the entity func_occluder. Don't forget this step, as it's different from using a hint brush.

May I suggest you read the Source documentation, it has all about area portals, occlusions and so on...
Also I use occluders in my map and I don't get this error but back when I didn't use occuluders, I got this error. Occluders are not exactly neccessary and I am sure that loads of maps do not use them, which you don't really need to if you are good with area portals.
I wouldn't worry about it.
