Sure, check out the GIMP, its a freeware graphics program that does
everything you'll need most likely. I've never used it, but I've heard
plenty of people singing its praises...

What about Paint Shop Pro? It's very cheap with rebate (US $35).
I've tried GIMP, but you need to download a lot of code libraries for it to work. It's a big hassle.

adobe has a small version called Photoshop Elements. This is a scaled-down version of Photoshop.

No you don't. You have to download a gif plug-in because the format is owned by another company. There's nothing terrible about downloading the frame work and then the application that goes on the framework.
I'd suggest GIMP as well. It's the only program here that you can legally get for free. It also has the same functionality as PhotoShop, you just have to learn how to use it.

yeah. Gimp is great but its a bit hard to use if you are used to PSP or Photochop. Once you get the hang of it you cant beat it at 3x the price.

I use Paint Shop Pro, it's very good. Just a warning though: the uncompressed TGA files saved by PSP 8 are not compatible with VTEX. They're slightly bigger that what other programmes save them as, so I suspect Jasc are breaking spec on these files. PSP 6 doesn't have this problem.

lol, i think someone tried ware()z... (thats to stop linkings)
but i must admit photoshop does things very well, and ive had a little exp with psp 8 but i still prefer adobe's option.
the gimp, from what ive seen, is excellent!
