I noticed when I play cs_office in css that when running over the
carpet it makes a "wet" kind of sound. I am wondering how to acheive
this?

I have no idea what you are talking about, but try opening it in the editor, I think they give it to you, if not decompile it.

the sounds that a material makes when walked on is governed by the $surfaceprop value in the materials .vmt file. if you changed the value in a concrete textures .vmt to wood, for example, then when you walked on someting with that texture on it, it would sound like wood.
