I have a couple of pools in my map, filled with a regular big
all-sides-nodraw-except-the-top water brush. It works fine, except that
if any player dies while underwater (drowning, shot, etc) then the
water "effects" (periodic bubbles, watery sounds etc) will continue
after they respawn, and they don't go away ever as far as I can tell.
The oxygen meter will count down as well, but when it reaches zero no
damage is taken: you just permanently can't sprint or whatever.
This isn't normal, is it?

No, of course not. Tell us witch modification you made the map in. (cs:source, HL2DM, etc..)

I actually have a HL2DM map and it happens too, sometime you even still lose oxygen after you respawn on land

HL2DM.
A bit more information: I have two pools, they aren't particularly complex shapes: just a large cube on top, and a smaller cube underneath. Both pools are this shape, and there's an underwater tunnel connecting them.
I'm using just one big water brush to cover both pools and the tunnel though. Could that be it?

Well, it seems that this is a common problem in HL2DM, it will probably
come a fix for it soon if they have noticed it. Until then, i can't
think of any special way to solve this in hammer.

Is there an official bug list or something I can submit this to?

Dear god never post a steam forums link here......but yes you can submit it there. This sounds like a coding problem to me, not a mapping problem.

Ah, it seems they already have it. Let's just hope it's fixed soon then.
