You do it in just the same way you would add any custom content - get the files, put them in the right places, and then reference them in hammer. To get the files you need from CSS, you will need to extract them from the CSS GCF file, which you can do using any one of a range of tools (such as GCFScape).
For most props (such as trees), remember that you will need to get not only the model file but also any materials they use, meaning the VMT files and the VTF files that those require.
Once you have the files you need, put them into your HL2 folder in their respective locations. For model files that will be somewhere in your "...half-life 2hl2models" folder, and for your materials that will be somewhere in your "...half-life 2hl2materials" folder. They should then show up as expected in Hammer next time you look for them

Or you could use mounting.
Edit: Wait, nevermind, this method is only possibly with a new mod, not when mapping for HL2DM or HL2SP.

Don't forget to include these models and materials either into your .bsp file or otherwise support them in the .zip file. I'd encourage the former methode.
