In Garry's Mod you can modify the colors in-game by choosing the color mod tool and messing around with it, changing the contrast, brightness, RGB etc. Can you do that in normal hl2? Using an entity. I would really like to be able to do that, is there a way (Even if I have to do a console command or something) because I would like it for my MOD.

Because it has been done, it can be done. Because it was done with a mod, it will most likely require a mod. Because you are making a mod, you most likely will be able to incorporate the effect.
As to how, I have no clue. I doubt however that its a possibility with HL2DM because I have yet to see it, and I have seen a lot.

Hmm, I know it will require programming. I would like to know how I could do it in HL2DM or CSS (Ive stopped the mod, and moved onto MP mapping)

It may be doable without a mod, since all of the source games have the fade-in effect (AFAIK), you may be able to do it using that. Then again thats just fade to/from black, so maybe not, but it would make sense for that to be a color overlay. One drawback to that though is that it has that annoying single pixel line across the top and left sides of the screen that isn't affected.
