Well, I tried this entity out (never having done so before) and I created a small 50x50x15 square box (about the size I suppose you would create one to sit at the bottom of your teleporters' colored smoke rings). I compiled it and it worked, here were the settings I gave it:
Material: Particle/particle_noisesphere
Particle Draw Width (units): 100 -(This would make the smoke volume bigger than the box, but I tried it at smaller quantities and it still worked, so it can adapt.)
Particle Spacing Distance (units): 3 -(I figured since it was such a small volume, it would need to be relatively close together in order to see, despite what the "Help" description says.)
Density Ramp Speed (seconds): 1 -(Default)
Rotation Speed (degrees/sec): 5 -(Default was 10 I believe, but the particles looked too busy, so I decreased it.)
Movement Speed (units/sec): 3 -(Like I said before, I decreased this because the default value made it look too busy for such a small volume.)
Density [0.. 1]: 1 -(Default)
I checked it Emissive and compiled, and here's what I got:

Now, I had used larger values for "Particle Draw Width" and "Particle Spacing Distance" and I could faintly see the smoke, because it was so large and not dense enough to see, maybe that's the cause of your problem That is, perhaps it is working in your map, but you are just unable to see it for the reason previously stated...Hope this helped.
[EDIT] I forgot to mention that the smoke pictured at these settings was very laggy up close, but no doubt that it looks quite nice from here.
