I am trying to make a building outside of a fence for scenery purposes only but when I use a prop_dynamic/detail then use a building from the world model page, the resulting building is too small and I can't make it bigger. I would like help on what to do. Thanks.

You can't stretch models.
There are two types of model buildings that Valve provided, regular sized and 3D skybox sized, which are 1/16th the size of the regular buildings.
If you want to make the smaller models appear bigger, look up 3D skyboxes.

Also change the texture of the dock. Docks are rarely tile. -Facepunch
