To install:
1. If you dont have a usermaps folder in your Call of Duty 4 folder, Create one.
2. Unpack the file.
3. Move the unpacked mp_pk_harbor folder to your usermaps folder.

If you've done it right the path should be like this
../Call of Duty 4/usermaps/mp_pk_harbor

server admins do the same......and for redirect folder....

Place all files in C:\Program Files\Activision\Call of Duty 4 - Modern Warfare\usermaps\mp_blackrock.

If this directory does not exist, create it.

(If you bought COD4 from Steam, your COD4 directory is located in C:\Program Files\steam\steamapps\common\)

Run the mod of your choosing. (E.g., modwarfare.) In console enter "/map mp_blackrock"
