Is the goverment and the G-man working with the new Op4 aliens

I was thinking that mabie the G-man is working with the new Op4 aliens one eye four arms becouse the Op4 aliens had those flying bubble things going into thier portals to charge them up or something right?

then when you see the G-man next to the dam with the tied up garg in it, and hes talking on his cell phone you see those same bubbles going into the portal he walks into. :eek:

I believe they were called "Shock Troopers".
