Yea, that video looks like it's Garry's Mod with the EP2 engine. Those particular smoke effects can be found in the particle system. You would need to use the entity: info_particle_system and for which effect to use, you can find them on
this list. You will only be able to use this entity in the OB engine and not for any of the others. Those smoke effects, I think, can be seen during the rocket launch at the end of EP2.
