I'm trying to make some explosions seen in this video http://www.youtube.com/watch?v=BokWxLRBcZw in my CSS fun map. How would I go about recreating one?

I've tried env_smokestack (can't remember if this is exactly right) and have only managed to create small streams of smoke rather than a radial wave seen in the video. Anyone got any ideas? :D

I've never really worked with particle effects in the Source engine, I mean, I've made particle fog and used the env_smokestack but that's it.

I'm not even sure this is possible in Half-Life 2, Half-Life 2 Episode 2 has a sophisticated particle system and a tool for making custom particle effects so maybe that's how they did it.

Yea, that video looks like it's Garry's Mod with the EP2 engine. Those particular smoke effects can be found in the particle system. You would need to use the entity: info_particle_system and for which effect to use, you can find them on this list. You will only be able to use this entity in the OB engine and not for any of the others. Those smoke effects, I think, can be seen during the rocket launch at the end of EP2.
