I remember a similar thread and the problem is probably that the camera is too far away from anything interesting. That's a new bug.

Easiest fix should be selecting a central brush in the 2D window and pressing crtl-shift-E. It puts the camera to the brush.

The camera tool works equally as well for when you open your map and aren't looking at the origin. So damn annoying.
Blame it on Microsoft, God does.
