is there a thing where i can make .cache files (hl2 & hl2epi 1 map files) to vmf so i can see how they make things in the game like a special type of turret and the dark matter reactor core from epi 1. if someone can tell me if its illegal legal or give me a site where i can download it that would be most helpful ty

You can just decompile the .bsp file.

Google VMEX and GCFscape, and download them both.
Use GCFscape to extract the .bsp files from the specific game's .gcf file (in the steamapps folder). Then use VMEX to decompile the .bsp. It'll give you a .vmf you can look at in Hammer.
Also change the texture of the dock. Docks are rarely tile. -Facepunch

I already said it's in the steamapps folder.
