Are those textures applied to that model/(brush?) reflective? If so, that "effect" is just a cosmetic glitch. It's actually supposed to leave reflections of the surrounding area. if it doesn't have a cubemap, the reflections may be white as such. To fix, try placing an env_cubemap and type "buildcubemaps" in console after you have compiled the map with the env_cubemap."
