I'm no expert on this, but it seems easy enough for a guess:

Have you tried using a logic_choreographed_scene entity?

It's all in the VCDs. In the SourceSDK, there is a tool called "FacePoser." This is what you use to make custom scenes for NPC's to act out. However, if you're comfortable with using the already established VCDs that Valve used in their games, you simply get to worry about half the problem. That is, you just have to place the VCDs in your map and reference them correctly. The entity that does this is called the logic_choreographed_scene entity. Although, you will probably need to learn the ins and outs of faceposer in order to understand how the VCDs will work in you map. So either way, you need to learn faceposer.
