I think the way the forums go, is that if you have a editing question for HL, it goes in the Half-Life editing. Same principal for the Half-Life 2 editing. As for the Maps. I would think that it is only for posting maps to be released and reviewed. Anything else, should go in the General Banter forum.
This is only my opinion and I would like for you guys to toss in your own words of wisdom  .

it means possible ANSWER to the post rather than just a comment.
say, how do I do textured lighting?
comment = I like textured lighting
answer (golden) = editing the .rad file

But does the poster choose wether its a possible answer or not? I didn't see the option to make it a possible answer when I poster a reply in the editing forum.
What I think the site needs is a guide to the forums, should be when you click the forum link in the top bar.

If it's been answered already, you can't post a new answer (just comment and point out it would work if it's another different solution). And no, I'm not making drop-down menus at the top
