Latencey has a unit of milli (thousanths) of a second I thought. So 20 would be 20x10^-3 seconds = 0.02 seconds, and -1 would be -0.01 which is weird!

Its actually part of an evil conspiracy by all game manufacturers to subtract a constant value from the ping so that pings always look better than they are.
