Open your base image.
Open your overlay image.
Copy the overlay image (edit>copy).
Go to the base image window, edit>'paste as new layer'.
Move it where you want it, then click it to place it.
Go to Layers>Properties.
Open the 'Blend Ranges' tab.
Play around with the bars. I found moving the top left arrow from either bar to the right acheived a good transparency effect of the top layer.
This is probably not the technically proper way, but it worked for me
Just found another way:
Open base and overlay images.
Go to the overlay image.
Colours>Adjust>'Brightness/Contrast'.
Reduce both these settings (brightness -35, contrast -10 seemed ok).
Go to the base image.
Image>Arithmatic.
Set image 1 as the base image and image 2 as the overlay.
Select Add.
Select 'all channels'.
A new image gets created. Both the base and overlay images need to be the same size, or one image will get stretched/shrunk.
