Is it possible to port 1.6 maps into 1.0? I'm stuck playing 1.0
with my friends, and we would like to have dust_2 and such. This
is a pretty broad question so forgive me if I put it in the wrong
category. We have no way of accsessing steam, so any way we can
use 1.6 map files would be great. Thanks.

I have not played any incarnation of CS at all. So a few suggestions

1) Copy the BSP, WADs, skies, sounds and all models over to your CS 1.0
directory. Preserve the directory structure. Run the game and check.

2) If it's your custom map, open up the .RMF with the CS 1.0 FDG.
Delete any entities which are not present in this FDG. Recompile and
play it as a CS 1.0 map.

3) Wait for someone who has played the game.

Option (1) might destroy your CS 1.0 installation. Option (2) might destroy your map. So use with discretion.

I've made maps for 1.5 that apparently work in 1.6. They havent changed the bsp format, or the directory structure, so just copying the same bsp, sounds, textures etc. to your 1.0 folder should work. 1.0 probably doesnt have many of the features of 1.6 tho, just keep that in mind.
