For models/props_wasteland/prison_cagedlight001a.mdl what type of prop entity do I use? I've tried prop_detail, prop_static, and prop_dynamic. I doubt physics will work, cause thats all like falling.

should be a prop_static. At least thats what mine worked out as in my map.

Should be a prop_phsyics. It will fall but there are ways to get around that. You could have it hanging. You could have "start asleep" under the flags and "damaging doesn't push it" perhaps. Dick around with the flags, but it must be a prop_physics.
