VTFedit failing to start

After reformatting I've misplaced my version of VTFedit that was working, the installer named VTFedit12520.exe available online installs OK but I can't launch the app. I get an "unable to execute file" and "code 14001" and "application config is incorrect" system message. I have .net 3.5 installed, have tried 2 different downloads, no luck...

Anybody have a copy they can upload somewhere? I won't need to have it registered in Windows, it'll probably run fine standalone. Or is this v 1.25 a bad version or something?

edit: I found a version 1.24 that appears to work so I'll just hope that the update wasn't there to fix something I need
