I thought the weapon srtip was for HL single player and it was carried over for no reason to cs. I dont think it works for cs, only HL1.
But what your asking isnt in the mapping, it in the coding, I dont think you can tell the editor to take away the specific weapons from a team when they kill too much with that weapon, or strip the weapons after everyround.
But a suggestion would be to kill off EVERYONE at some random round (but people wont like this) with a trigger_hurt (set at a time to activate everywhere) and then when everyone dies a new round starts and thier weapons from before are gone, but then they lose points and money and people dont like that either.
I think your solution is not to have anyone spawn with weapons (mainly the ts with awmps). I think cs is based around saving up your money throughout the rounds and buying that one powerful weapon, that is what made cs so great: you can keep dying but saving money and when the time came, you would buy that one weapon that would tip the game to your favor.
But if you are going to have any weapon spawned with anyone then make it a weapon that is less powerful, like the scout, not the awp. cause I know how unfair the awmp is (heck I use it on aztec all the time, but only after making my fair amount of kills with other weapons)

To have both teams start empty handed, place a game_player_equip and a player_weaponstrip anywhere in the map. argin=2 leftmargin=2>
