a pak file is much the same as a zip or rar file.

opens with pakscape, available in the downloads section.

If your refering to Half Life 2 they now use gcf files rather then pak files. GCF files can be opened with GCFScape which is available in the downloads section.

As for pak files PAKScape and wally will open them. GCFScape and PAKScape work in the same way except inorder for you to edit or open your GCF files for your copy of Half-Life 2, Steam must be closed.

That isn't true. Steam takes awhile to deallocate, so it may be in your processes for up to a minute after you exit (as I have observed)

In other words. If it says it's running, then it's running.
