I have a new map that would be far better, if I could specify a skin for the hostages, rather than using the default skin.

Is this as easy as creating a new skin with one of the default skin names, and placing it in the right location in the bsp, or, is it more complicated than that?

there may be some way of doing what you want, but for goodness sake, don't go distributing anything that will overwrite a default skin from peoples game.

Of course not. But putting it in the BSP means it just overwrites the virtual file system entry, and uses what you put in the BSP instead.

I am not entirely sure of the presedence, but I think it's bsp,filesystem,gcf.
