                        You can do the exact same thing in Blender 3D, and Blender is free. I just find it amusing you're concerned about copying an image, but then immediately illegally download an application to further modify said image. How about some consistancy here.
Secondly:
The folder is titled "MatLibs"
Although if you can't find a material library file in a folder called "MatLibs" you got some other skills that best be learned first, such as basic application operation.
I've also never in my life, needed to open a MatLib.
