whippins (usage of a belt or a strap) are a punishment that is only truly effective in retrospect.. no child looks forward to getting one, but almost all that had them, were glad later that they did.
parents who raise a child whippinless, are worse IMO than children who were abused, that sounds odd, cause both are horrible ways to raise a child, but abused children tend to be introverted, and either crawl into a shell, or worse continue the tradition of abuse.
children who were never whipped, tend to be violent, and often abuse everyone they come into contact with.. so i feel this is worse of the two.
anyways.. i have seen children, and talked to adults who claim that their parents never laid a hand on them, and they seem alright for it.. so.......who knows shrugs

I think beating a child (or anyone for that matter) is wrong. Parents often lack the patience required to teach a child discipline. For example if a child breaks a rule, he should be punished so he associates wrongdoing with punishment. But how to go about punishing the child? You could give him a smack on the wrists or whatever or you could give some sort of non-violent punishment such as grounding. Obviously smacking the kid is more easily enforced. However grounding can work just as well. Of course not every kid hates being grounded, and the trick is knowing your child well enough to know what he values, and taking it away when he's bad. Mwahaha!

I was only whipped for bigger things like throwing rocks at cars or stealing. I never got whipped for not doing homework, and... I never do my homework. It probably would have helped, homework's not quite as painful and doesn't leave a bruise on my arse. But really, it depends on the kid and the parent, teaching discipline without the use of physical force would be preferable IMO, in case the kid starts becoming a damn ruffian, in which case feel free to whip him.
